When repotools -isServerRunning checks for DB connections what kind of connections sought ?

e.g.

CRJAZ1779I This server is configured as a JTS.
CRJAZ2558I Setting the local server rename state to false and the openServerDescriptionServiceTemporarily state to false.
The server is running - The ConnectionPoolService is locked by another process.

I ask because with the arrival of GDPR our company has devised a means to farm personal data via a TCP/IP catalog to database(s).   Apparently once tables are defined to this tooling a more or less constant connection to the back-end database(s) will be present.   Will such connections impede the start-up of Jazz applications ?
