Is there a way to turn off RTC email notification based on certain customized conditions, eg. if updatedField == some specified field, don't send email out; or if during certain time frame, eg. between 1am and 3am, don't send email out? Thanks.

There is no way to turn off/on notification based on what you are asking.But you can create some plugins and develop some email rule customization using api.
