Can workitem email notification be triggered on a change to a custom attribute

For our peer review workitem we have a peer review status field that tracks the cycle the peer review is in.  For our process using state changes cannot be used to track the progress due to the complexity and the number of times we could loop through the statuses.  So our workflow is simple - New-InProgress-closed.  Our status list would be used as a way to communicate to the reviewer where in the review cycle our peer review process is in. 

Does the workitem change notification only trigger on the events listed in the Mail Configuration?  Can you configure workitem email notification to trigger on a custom attribute without creating an extension?

In the mail configuration, there is an entry called "Other Work Item change not listed above". I believe that's a catch-all entry, which means that as long as the work item is modified, an email notification is sent.

Also, since you're talking about "reviewer", are you using the Approval feature at all? Changes in the approvals should trigger email notifications as well, and you may not need an extra custom attribute at all.
