How can i avoid Role Overwrite Condition

Suppose I have Below 3 Roles all have Different Permission 

Project Manger
Team Lead
Developer

Sometime Project manger also Play the Role of team Lead.

In RTC When I Provide Both the to one Member then it only Applicable one Role which come Second itr Overwrite the Previous Role's Permission

No, permissions are aggregated. See Process permissions lookup in Rational Team Concert 2.0
Operational behavior is only executed once and you can not avoid that, except by only configuring the default/everyone role. Process behavior lookup in Rational Team Concert 2.0
