I believe you cannot import the licenses on multiple License Servers. Depending how to the staging server is set up, you may be able to activate the trial licenses for testing purpose. Otherwise, talk to your Sales representative and see what options you have.
I think you can, so give it a try on a temporary install and you will know.
But I don't think it's legal, so like Donald says, talk to your IBM sales representative.
