How are team area admins considered in access group context?

Hello,

if a work item is configured to be only visible for a specific access group and this access group only contains a team area, and this team area only contains one user which is an "Administrator", can this user then see the work item?
Or are "Administrators" not counted in this context?

 Administrators are treated as "members of the team area" for work item visibility purposes.
