Can't resume suspended change sets
I suspended a few changes that other people made and don't need them suspended anymore. I tried resuming the change sets but nothing happened. The change sets are still suspended. I can't resume the change sets. I tried to create a new workspace but because suspended change sets appear in every workspace, the new one has the same problem. I am stuck.
ps. The policy of sharing suspended change sets should be limited to ones you created.

You can use the "Locate change set" operation to verify whether this is the case.
If that isn't your case, I'd suggest submitting a PMR to IBM Support.

How would "Locate Change set" verify this is the case?
The work item you referenced implies the change has been accepted into my workspace even though the change set is suspended. That doesn't appear to be the case for me.

"Locate change set" is a quick way to verify whether a given change set is in a given workspace (to avoid scanning the history view to find it). If you are sure that the change set is not currently in your repository workspace, then this work item is not relevant for your situation, and you are in case 1 (submit a PMR).
If you want to do some debugging, make the workspace flow with a stream/workspace that has the change-set. If you are correct that the change set is not in your workspace, then you should see that change set in the Incoming Changes folder in the Pending Changes view, and should be able to accept it from there.
