Project creation under rm/admin results in "Loading Artifacts..."

I am using DOORS Next Generation 6.0.3.
When I create a project from rm/admin, it stucks wtih "Loading Artifacts..." message.
rm/admin, Project Areas menu > create > Project Area

Creating project areas with the following steps are OK:
rm/web, Settings icon > Create Project Area

What is the cause and how to fix it?

This is a defect that is fixed in DOORS Next Generation 6.0.3 iFix006 or later.

Please note that after applying iFix006 (or later), you also need to set ProjectCreationDelay to 10000 in rm/admin, Advanced Properties.
