Is there a way to the lock project area specifications that only gives users the ability to create work item templates?

Our architecture for our RTC project areas is such that the project areas that our users work in use the process configuration from another "Master" project area.  At this point, we do not give users permission to modify their project area specification.  Our users have the need to create work item templates for their project areas. Is there a way to give them permission that will lock down everything else in the project area specification, and still allow them to create their own work item templates?
