I don't think this feature is currently available in RQM.
There is a RFE(rejected) with some interesting suggestions there:

I think:

"3) you can customize section names and default content making the test artifact "document itself" in terms of expectations of what data is filled out in what way. The review/approval process would catch omissions here."

looks a good option.
