Is there a permission to manage test schedules and timelines for users that are not administrators

Permission Page (Manage Project Area -> Permissions ) offers settings for various roles ( Everyone, Test Team Member etc.. you could create a role as "Test Leads" for your project ) for which you could set the scheduling related permissions for following operations -
1. Save Execution Schedule - ( Create, Delete, Edit, Purge )
2. Schedule Job - ( Cancel, Edit, Schedule )
3. Save Execution Schedule Result - ( Delete Purge)
No 1 is for creating and editing the test schedules. Your current question should be resolved via controlling the permission for this operation.
No 2 is for those schedule requests which are already scheduled and might be in execution or waiting for resource. You may have to change permission for this too.
