 hi 

role : tester 
work item status will goes like new-> in progress-> resolved or rejected -> closed or reopen

i dont want the tester role to close any defects which is in rejected state but for other reasons he would be closing the defects in resolved state too and he should be allowed to reopen the rejected .

how can we restrict him to not close which rejected.
kindly help
