[RQM 6.0.3] Restrict view of Build Records Based on Components

Typically I organize the ability to view objects within RTC based on Team Area's.  For instance, a Team Area can own a Build Definition, so, you can't see this build def unless you are a member of the Team Area.   If your component is owned by a Team Area, then those same people can make changes and also build the component, and others cannot.
