Can I force RTC to check-in files as binary?

In the spirit of https://jazz.net/forum/questions/38008/can-i-force-scm-check-in-using-nonebinary-as-delimiter, can I force RTC (or scm checkin) to treat all new files as binary (i.e. no encoding or line-ending treatment)? I have some files which in appearance have a ASCII content, but should be treated as binary.
