See this related RTC defect: Unable to login to a repository on RTC extension client applied on RSA 9.5 (416596)
Comments 32 and 33 in there describe a workaround for this issue with the IM-based RTC extension install from 6.0.4 Sprint 5. The same workaround may work for the p2 repo download from 6.0.3.
The essence of the workaround is to either:
a) start eclipse with -clean (either from command line, or add this to end of windows shortcut target properties)
OR
b) delete the configuration/org.eclipse.osgi directory after installing RTC and before starting up the IDE.
Folks, a friend of mine which joined my team recently found the fix for this and he was able to use RTC 6.0.3 from RSA 9.6.
You can fix it by executing the following steps, you may find IMShared folder on another path or even with a different name:
cd /opt/IBM/IMShared/plugins
mv org.apache.http.client_4.5.0.v20150903_0106/ org.apache.http.client_4.5.0.v20150903_0106_bkp-01
mv org.apache.http_4.4.1.v20150903_0106/ org.apache.http_4.4.1.v20150903_0106_bkp-01
