Not able to create repository work-space from a stream when a sub component is inaccessible

 RTC version 6.0.2
We tried to create a repository work-space from a stream where one of the sub-componet is inacessible (owned by a user). Throws error , A repository work-space cannot be created from the stream because a subcomponent in the component hierarchy is inaccessible
Is this a correct restriction?
If a particular component is inaccessible it should avoid that and allow the user to create the repository work-space.But restricting the entire repository work-space creation seems to be wrong restriction
Is there a fix available for this?

Steps to reproduce

 

1.       Create a repository workspace from a stream.

2.       Create a new component in the repository workspace owned by is the current user.

3.       Now add the new component as subcomponent to any existing components.

4.       Deliver the new component and the subcomponent info to the stream.

5.       Now ask another user to create the repository workspace form the stream.

6.       The error will pop up that the repository workspace cannot be created as the component in a hierarchy is inaccessible.
