Why am I getting an error when using the RTC Baseline Importer (Reason Code: forbidden)

Reason Code: forbidden
Reason: CRRTC4023W The root at "CONTROLLABLE_RESOURCE|M:/DO_NOT_USE_VIEW/FOLDER1/./FOLDER2/FOLDER3/FOLDER4" could not be transferred.
We verified that no elements within that folder4 were locked in ClearCase. Does anyone have any ideas what may be causing this and what the solution is?
We are on CLM version 6.0.2 (but using the Eclipse client v6.0.0)
