We have performed a few successful ClearCase to RTC code migrations in the past.  This recent attempt resulted in a fraction of the code being migrated.  It failed with multiple error like this...

Processed activity "Error while trying to transfer a subroot: CONTROLLABLE_RESOURCE|M:/DO_NOT_USE_VIEW/FOLDER1/./FOLDER2/FOLDER3/FOLDER4
Reason Code: forbidden
Reason: CRRTC4023W The root at "CONTROLLABLE_RESOURCE|M:/DO_NOT_USE_VIEW/FOLDER1/./FOLDER2/FOLDER3/FOLDER4" could not be transferred.

We verified that no elements within that folder4 were locked in ClearCase.  Does anyone have any ideas what may be causing this and what the solution is?

We are on CLM version 6.0.2 (but using the Eclipse client v6.0.0)
