Does DoorsNG track who may have downloaded an artifact

I don't specifically see anything that suggests it does, can any body else confirm same.

have been asked by a team whether we can track who may have downloaded an "imported" document in DoorsNG - they believe it would be a way to pinpoint potential users who may need to know if an artifact has changed ?

No, DNG doesn't track that.
