 What is the practical and conceptual differences between "review", "approval" and "verification" in work item approvals?

There is no difference in any of them as far as I can tell. All work pretty much alike. They are all you have, you can't create new types. The review type has a special meaning for code review: https://jazz.net/help-dev/clm/index.jsp?topic=%2Fcom.ibm.team.scm.doc%2Ftopics%2Ft_code_review_tool.html you can only use review with the code review.
