[Technote Sharing] BuildForge build complete state does not synchronize back to RTC build

RTC build receives StaleBuildForgeBuild.log in its log file name console. The log contents show:

The Build Forge build completed, but no synchronization data was received. Marking this build complete without synchronizing the data. For full build details, refer to the Build Forge build, which is accessible from the 'Links' tab

There are two active build forge servers sharing a same database for load balance. This happens to some builds but not others, there are some builds completed but step complete info is not synced back to RTC. What could be the cause of the problem?
