Normally, we would use Category->Team and it would be easy, however, this group is different.

Problem:
This group wants to see a 2 plans:
Plan 1 - all work items where the owner equals jdoe, jdoe2, jdoe3, jdoe4
Plan 2 - all work items where the owner equals jdoe5, jdoe6-jdoe13.

If I use the Exclude Expression !owner:"John Doe" it will work. However, I don't know how to do more than one user.
