Can we restirct users to import test cases into RQM using ExcelWord import utility?

We would like to user RQMWordExcel importer to to import test cases into RQM, but want to restrict the import capability only to users with test lead role defined in RQM.

How can we achieve this?

This is governed by the permission "XML Import" under the Quality Manager category, as discussed in this post.
