Sorry, RQM does not have such feature.  I don't think it is common to approve associated artifacts implicitly.  We have quite the opposite, optional precondition in the project settings to required associated artifacts transitioned before the artifact can be transitioned.  For example, "Require Prior Test Script State Transition" for "Save Test Case".  It can be set not to allow a test case state transition to approved until all test scripts are approved.

Anyway, there is new coming feature to have test cases filter in the Browse Test Scripts list view and test suites filter in the Browse Test Cases list view.  That will make it easier to
bulk change on the state column than manually approve all artifacts individually.
