RTC builds - included work items vrs baselines

In one of our build processes , they run builds on a nightly basis which accepts any incoming changes to the stream and does a build, creating baselines accordingly.

The issue the users are seeing is that a new change was delivered,  the build ran but failed.  On the subsequent build it does not list the workitem that was incorporated into the previous failed build. The baseline however lists all the required changes.

Is this the expected behavior? The users expect to see those changes that were included in the failed build to be listed in the new build.  We are currently running v5.0.2 ifix3.
