 I can't download this zip file (https://jazz.net/downloads/rational-team-concert/releases/5.0.1/RTC-Client-p2Repo-5.0.1.zip ) when make click in button "Download" nothing happens.

Please, any think else about that?

Check this link https://jazz.net/downloads/help.jsp. It describes using download managers and accelerators such as the DownloadThemAll Firefox plug-in.  Not only are they usually more reliable than the built in browser download but they often out-perform the regular tools,
