No impact of start no earlier than restriction of plan items

Hello!

I have a planning item with several tasks / execution items as children. I restricted the parent item to "start no earlier than" in one of my plans and expected that this would have an effect on the planning item itself and its children. It does not however.

Is this the expected behaviour, and how could I reach what I expect?
Actually the the structure of items is more complex: More levels of nesting and more items. Do I need to change the restriction for each and every item?
This would be really inconvenient...

I am sure this restriction works if the workitem relationship is "depends on". I'm not sure about parent-child relationship. Maybe you could use "depends-on" instead?
