In RTC 5.0.2 BIRT, why are optional cascading parameters are still required

I had a BIRT report in RTC 4.0.6 which had a cascading parameter displaying Project Areas and Team Areas, both of which were optional. In the Report Designer, they would be populated with all project areas and all team areas.

In the RTC 5.0.2 Report Designer, the team area parameter is only populated when a project area is selected (which is a big improvement) but a project area has to be selected for the report to run.

Is this the intended behaviour is or this a defect? Has it been fixed in a later release?
