Is there a way to assign a "global" Test Execution Record (TER)(with the same test platforms) to a group of test cases within a Test Suite or Test Plan ?

I just replied to your other question and more or less outlined how you can do this as well.
Open the Suite and in the "Summary" select all of your test cases by selecting the check box next to each one (or select the top check box to select every one). You can then press the "Change Execution Properties" button to associate a common TER with all of them.
Hope that helps.

John
