Permissions changing over time for a user

Is there a way to have roles change permissions over the course of a project easily. For example, if a Tester role is allowed to edit a test plan for the first month, but after that only a Project Lead can edit a test plan. Is there a good way to do something like this?
Yes, you can configure your permissions globally and you can also customize permissions during a particular iteration.
