I like to write a script to duplicate work items by providing existing work item numbers.
Do we have any combination of SCM/LSCM (Command line) interface or any other interface to do it.

If you are on Linux, you can use curl combined with OSLC to do that. There are lots of samples (not for the exact use case) floating around in this forum. For the "script" part, you can use shell script or Perl.
