IBM Rational ClearCase is available for download from the IBM Passport Advantage web site.

You need to sign in to the IBM web site and your site technical contact needs to attach your ID to your company's Passport Advantage contract so you can download those products which are in your contract.
So effectively your company needs to have bought Rational ClearCase to make it available for download in Passport Advantage and you also need a licence to run Rational ClearCase.
