This is the URI of the RTC Server e.g. https://myserver.mydomain.com/ccm
the server has to exist and you can see the URI in the Web UI and during the setup.

Which indicates that the server can't be reached, as the error text clearly says. So my best guess is, there is no RTC server behind that URI or the URI format is wrong. Try th URI in a web browser to see if you can connect, or navigate to an RTC project and use the URI up to ccm.

I can get there and receive a password error, which is not surprising.

If you need proxy to access the Web then make sure either eclipse is set to use system Proxy or you define the proxy in the Eclipse client . So it can be used to access the repository you are trying to use. I can connect OK to the URI you provided.

I checked the proxy also, even it is throwing that error

Whats the error now? Invalid user pass?  If you have just created your account in Jazz.net  or changed the password for your account , It takes some time before it get synced in to sandbox repository. So after the password change wait for couple of hours and you should be able to login. Verify you can login via Web to the same sandbox and browser your Sandbox PA.

Or for account validity , perhaps check with webmaster@jazz.net
