One use case for "Change Suspect Status" would be to clear suspicion of test case that was marked as suspect during the requirements reconcile process. When you reconcile (i.e. from the requirement collection links section of a test plan or requirement links section of a test case) you are shown which requirements have changed since the last reconcile was performed. If a requirement has changed and it validates a test case you can mark it as suspect during reconcile. "Change Suspect Status" allows you to clear that suspicion. I personally see marking and clearing test case suspicion through requirements reconcile as the primary use case for that feature.
