You will need to ask a clearer question. What do you mean by "create a record" ... create a work item perhaps? If so, they wouldn't normally be using Eclipse, they'd be using a web browser. And even if you mean something else, the version of Eclipse is unlikely to be relevant. By a "non-jazz user", do you mean a user that doesn't have a Jazz license?
