Why can't I unlock a document?

A user has a document locked and I'm unable to unlock it even though I have permissions to unlock.

Any ideas why this is the case?

Hi Jeffrey,

What's the error message you got when you unlocked the file?
Are you using Eclipse client or web client?
What's the RTC version?
Please also check if the stream is owned by the project area or a team area, and if you have the "Destroy locks of others" permission in that project/team area.

Hi Lily,
Using Web UI and using RTC 4.0.
The message stated that the document was locked by another user.

I'll check on the stream ownership.

Stream is owned by the project area.
