It's not possible to add the user as a member of the PA because it's archived but it's possible to select the archived user as an owner in a workitem in this PA.

How can I avoid this ?

Hi, Katrin

If you enable "show archived users" then you can find the archived user in the list and select it as the owner of a workitem. This is actually how it is supposed to work.

There is an enhancement work item to indicate which user is archived and that could help to avoid selecting the archived used, you may want to vote for it:
