Case sensitive User name issue

 I am admin for the tool for our organisation.
One of the user who has Analyst floating not able to login to the RDNG, however can access RTC and RQM adapters.
Except one user, other users have no issue in accessing RTC,RQM and RDNG.
When I compared problem user with the others found that User name all in upper case like LASTNAME,FIRSTNAME. However rest of the users are Lastname,Firstname.
Windows active directory used for LDAP for login.
I checked in the Advanced properties of RDNG ,RQM, CCM& JTS. Value for the property “Use case insensitive ID matching” is true in RDNG &JTS and false in CCM& RQM.
Looked like the reason why user able to successfully access RQM and CCM but not RDNG.
However to recreate that issue, asked user to access to the test region RDNG with  “Use case insensitive ID matching” is true in RDNG. User was successfully login to RDNG with out any errors.

So now I am confused, what might be the root cause for this behavior.
Please let me know any thoughts on this.
