In version 6.0 there is a defect. Here is the link to the record below. The fix should be in 6.0.1.

Thanks a lot Erica. So there is no workaround for this? and the only way to have that option enabled is to add users to respective project area. Please correct me if i am wrong. Thanks!
Yes, that looks correct. The work around listed in the defect is to add the user as a member of the project area.
