How to create an RM process/project template available for Lifecycle Project creation?

In the Lifecycle Project Administration area, you can create new Lifecycle project. For the RM project, you have a list of predefined Process/Project templates. I want to define my own template (made of artifact type definitions, roles and permissions...)
How to do it?

For some reason you need JazzAdmin repository permission, which seems unnecessarily restrictive if you are simply creating a new template
