Where can I find information on creating a new attribute of type 'Tags'?

I read about someone referencing adding an attribute of type TAGS (https://jazz.net/forum/questions/93006/how-to-use-the-custom-attribute-type-tag).  we have a couple situations where this would be of great benefit to us.  Assuming this option is real, will the field behave like the regular tags field (prior tags suggested as you type?  able the manage the tags?)?  Where can I find more information and any limitations?
