How can I extract a report in RTC for user allocation and assignments across all projects

This is close to a portfolio level query, but since RTC is managing the RTC user allocation; and all the user assignments reside for different projects (no matter what template they are using). Is it possible that I can extract a report for a resource (Resource A) for allocation or assignment.

 This is feature is not yet available but there is an enhancement request for you.. you can add your vote in the following WI: Create a report  to see user utilization across all projects in the repository (100997)

I believe this question was raised in 2015 and work item creation year is 2009, is this type of feature available in RTC? I could not see anything related to this feature being available in CLM in work item comments
