Why don't the newly uploaded licenses appear as an option within a user profile?

On the jts License Key Management page we can see both the trial licenses and the paid licenses listed as being  available to be assigned to users.  However when attempting to assign licenses to users, only the trial licenses are available.

This is a known issue and is being addressed within the following workitem.
Improve user experience in grouping Developer, Developer-WG, and Developer-10Free licenses (169852)
Until this enhancement is implemented, the work around will be to remove the trial licenses so the paid licenses will show up within the user profile.
