Will an RTC sandbox include the JRS function? Can it report from multiple project work areas?

I would like to use and evaluate the Jazz Reporting Service, in conjunction with an RTC instance.

Will a sandbox instance include the JRS function?

Can a JRS report pull data from the work area of two different projects, and if so, what constraints must be dealt with?
