"Validates Requirement" link from test case only reflected in test case and not RRC?

RQM, RRC 4.0.3
When linking a requirement from a test case, the "Validates Requirement" column correctly reflects the requirement.  However, in the requirement, the "Links" does not reflect "Validate By" test case.  If the link is originated from the requirement, then the linkage can be seen from both requirements and test case.  Why does linking from the test case from  RRM not appear in the requirements "Links" (as opposed to linking to the test case using "Validated By" from RRC which appears in both requirements and test case)?

More info on this issue.  If we try to reconcile requirements when we've created the link from requirements rather than from test case, we get the following reconciliation failure:

Unable to load /qm/proxy?uri=https%3A%2F%2Fffx-rtc-app.<OUR DOMAIN>%3A9443%2Frm%2Fresources%2F_0b159355e55d4f23b8c54e31f6e77ba4 status:406

Sounds like a defect. Have you tried the latest 4.0.7 release in the 4.0.x range? I am sure that if this was an issue in 4.0.3 that is was quickly fixed, as it is basic functionality.

It should be noted that his issue seems to also occur when linking from RTC (e.g. a CR or DR) to requirements (i.e. "Implemented By").  Link is visible in RTC but not RRC.  However, if linked from RRC, link visible in both places.
