How to setup approver for a work item type (e.g. defect) ?

I find that approver can only be assigned to a specific work item but cannot be assigned to a type of workitem (e.g. defect.) Is it possible to setup approver for a work item type in a RTC project? To further extend it, is it possible to setup approver for a state of a work item type in a project?
