Hello,
I have very minimal knowledge in DNG. Please let me know how to create a custom template (either from jazz server/programmatically if possible).

Also, please provide some useful links to start reading into it

You did not say what kind of templates you are looking for, but check out the below document where you can find instructions for creating/managing both artifact templates and project templates.
http://www-01.ibm.com/support/knowledgecenter/SSYMRC_6.0.0/com.ibm.rational.rrm.help.doc/topics/t_admin_rrc.html

If you're really new to RDNG, the below while paper is worth reading.

Thanks Donald.
I got a brief idea of how to create templates.

One more question :
Suppose while creating a requirement, i need to validate/enforce user to fill the attribute value. How it can be done ?(Pro-grammatically also fine)

As far as I know, this is not possible with the current releases of RDNG. See below post for more information.

Prasad, can you update these links? As of 2-21-2019, all but one of them are broken.

I have need to develop an RPE template that will be onboarded to the JTS so that users can publish from within the DNG UI.
Thank you!

Thank you. I have updated the links.
