I had the same issue, but I configured it using WAS (not TOMCAT)... I fixed the issue re-deploying LQE-WAR on WAS... cleaned all temps on WAS profiles and I cleaned JVM cache as well...
My recomendation with TOMCAT, is to reinstall the tools using IM... maybe that can work to you :)

Aug 06 '15, 10:55 p.m.Check jts.log. You can also turn on Tomcat's access log and see if the 403 error is thrown by Tomcat rather than LQE itself.
