Can deleted work items still be viewed?

When going into a work item and "deleting" it by hitting the red X button on the upper right, can that work item still be found somewhere in an archive? If so, where can that archive be found? Or has it been physically deleted and is impossible to recover? 

I have Administrative access to all project areas and our RTC server in general.

When you delete a work item, it will be lost permanently.

Sometimes, people create a kind of "Trash Can Project Area", so deleted work items are moved to, instead to be really deleted.
