 I am looking for documentation on using RTC ISPF Interface including how to setup the datasets to load the workspace.

The simple answer is to view the product tours in the RTC Help:
https://jazz.net/help-dev/clm/index.jsp?re=1&topic=/com.ibm.team.build.tour.tutorial.doc/topics/rtcEE_ispfclient_tour.html&scope=null

But there are plenty of hits in the Jazz.net forums.  Using the Support dropdown to "Get Help" and searching on ISPF finds hundreds of hits.
