Understanding Repository Permissions and Role Permissions

I am trying to limit repository permissions to a new team, therefore I put most of them in the JazzUser group.  There was complaints from some of the users because they could not create new dashboard tabs and dashboards.  I verified that they were in the JazzUsers group but I had assigned them the Project Manager role which allows them to :

1) Save Project Dashboard

2) Save Team Dashboard

But with those settings, they still are not able to create a project or team dashboard,  So does the Jazz Repository permissions override the Role permissions for a project?  In order to create a dashboard do they need to be in the JazzProjectAdmin Repository group?

Your settings are mainly correct and you need to clarify what those users are really complain about. A project area dashboard or team area dashboard is created when the project area/team area is created, so you don't really need to "create" a project/team area dashboard. If users are not able to create dashboards, chances are they cannot create "personal" dashboards. Check whether they have the "Save Personal Dashboard" permission. But there may be some confusion around where to set this permission.
